Candlelight prayer for safe release of NHPC GM
ITANAGAR, Oct 09: A candlelight prayer for the release of A K Agarwal, NHPC GM, Tawang was held at the township Gompa, Lumla on the day of Gandhi Jayanti. Large number of people including Lumla ADC M Nyori, heads of department and Govt staff, teachers and students and NHPC staff and general public participated in the prayer.
Addressing the gathering, M Nyori appealed that Agarwal be released safely at the earliest considering his age and sickness.

GSU calls on DHTE
ITANAGAR, Oct 09: Galo Students’ Union (GSU), in a release claimed that the Director of Higher and Technical Education, GoAP has assured to post sufficient teaching staff, including Assistant Professors as per the capacity of his office at Donyi Polo Govt. College, Kamki, West Siang district.
The Director gave this assurance when a team of GSU led by its Secretary General called on him at his office chamber today and placed its demand before him highlighting the problems faced by the students of the college due to acute shortage of teachers.
GSU in a release informed that acute shortage of teachers in the college has adversely affected the academic studies of more than 1600 students of the college.
In the meantime, GSU expressed surprise over delay in completion of the college auditorium despite allocation of fund.
As revealed by inner sources of the DHTE, GSU claimed that Rs.54 lakh has been allocated in the last financial year out of the total estimated Rs.60 lakh for construction of the auditorium. As per the sources, the release claimed, the work was supposed to be executed by the Water Resource Department (WRD) of the concern area.
ASF demands immediate eviction along NH52A

NSSP programme concludes
PASIGHAT, Oct 09: Under National School Safety Programme (NSSP), mock drills on earthquake and fire safety in East Siang district came to an end at Kiyit Secondary School. The programme which started on Aug 26 covered all the circles of the district. 200 programmes were conducted in various govt. schools and more than 500 Teachers were trained during this period.

Association condemns CRPF firing incident at Seppa
ITANAGAR, Oct 09: All Pipu & Gyawepurang Gram Panchayat Welfare Association (APGPGPWA) today strongly condemned the brutal act of CRPF personnel at Seppa which led dozens of people injured and one labourer sustained bullet injury. Terming the incident unleashed by the security personnel unfortunate and highly condemnable, the association said that men in uniform whom people regarded as defender of peace disgraced their duty. ITANAGAR, Oct 09: Directorate of Higher & Technical Education (DHTE) has launched a web portal, namely http://www.apstipend.in for filling online stipend forms by APST students.
All the APST students studying within or outside the state in various Govt. or private/technical/professional colleges or universities in regular courses must apply through online through the given website for consideration for grant of stipend.
However, five Govt. colleges, namely Govt. College Daporijo, Govt. College Nyapin, Govt. College Seppa, Govt. College Yachuli and Wangcha Rajkumar Govt. College, Deomali are exempted from filling online forms in the view of communication and connectivity problems.
These five colleges will have to submit the application in offline mode (hard copy) in the newly designed offline forms (already supplied to the Colleges) within November 10 next, which shall only be considered for grant of stipend.

RGU marred by rape attempt claim

ITANAGAR, Oct 09: Rajiv Gandhi University (RGU) Rono Hills, the premier institute of the state is marred by alleged rape and molestation attempt on an anthropology research scholar by her Professor at his official residence on Monday.
Sources from RGU claimed that a rape attempt was made on the research scholar student and she was molested after being invited by her Professor at his residence who constantly supervises her Ph.D thesis.
The Professor bolted the door from outside after research scholar student comes inside the room and attempted to take her down, however the student somehow managed to fight back and freed herself, sources added.
The incident came to light today after the colleagues found her in depression.

Victim families demand action against MLA

ITANAGAR, Oct 09: Alleging local MLA Karikho Kri of leading the recent mayhem at Tezu, the victim families has called for booking him under appropriate section of law.
Dozens of masked miscreants wreaked havoc on the seven houses belonging to the executive members of All Mishmi Students’ Union (AMSU) on the intervening night of September 27 last and damaged everything that they could lay their hands on.
Addressing media persons during a press conference here today, Babyli Tayang, wife of AMSU advisor Kuling Chaitom, recounting the night of the incident said, “Even when everybody knows about the incident that we had to face that night, there has been no action from the district administration yet.
“A public leader should protect his people, but instead he is busy torturing them,” she said.

Even before the vandalism was caused to their houses, AMSU members had received phone call telling them of an FIR registered against them in the police station.
Babyli Tayang said, “When they went to the police station to talk about it, my husband was beaten up by MLA himself and his PSO blaming him for the issue,” adding that the OC PS Tezu is rejecting to register the FIR of the assault by the MLA and his PSO.
Other demands of the victims are immediate arrest of the culprits involved without any political involvement, judicial enquiry into the matter, suspension of OC PS Tezu CB Rai and adequate compensation to the damage caused. It has written complaint letters to the Governor, Chief Secretary and the Director General of Police and The State Women Commission.

ITANAGAR, Oct 09: All Arunachal Pradesh Students’ Union (AAPSU) claims to have solved the recent firing incident at Seppa through dialogue and mutual understanding with the district administration.

ITANAGAR, Oct 09: First lady of the State Jyotsna Sharma called upon the women folks of Arunachal Pradesh to preserve the rich cultural heritage by promoting their traditional attires. She said that care should be taken to preserve the traditional dresses, handloom and handicrafts items. Such endeavour not only helps in preserving the traditional assets but also generates jobs for the fairer gender, Sharma said while visiting cooperative societies run by women, Diilyang Diibu Welfare Society and Arun Kutir, Salang at Ziro, Lower Subansiri District today.
Interacting with the artisans and entrepreneurs of the cooperative societies, First Lady, who was very impressed by the textiles and handicrafts items made by the womenfolk, exhorted them to maintain the spirit. GPF exposes appalling condition of health sector in West Siang

The GPF said that it had intimated the problem to the District Medical Officer earlier, but there is no visible and fruitful action.
Holding the Govt. and the legislators responsible for the appalling condition of the Health sector, the GPF demanded thorough investigation of the mismanagement of funds, both Central and the State and book the marauder at the earliest.

District Task Force immunization meeting held
TAWANG, Oct 09: The District Task Force for Immunization (DTFI) meeting was held at the DC’s chamber AT Tawang yesterday.
The meeting was conducted by the District Health Society, National Rural Health Mission Tawang , under the chairmanship of the Deputy Commissioner Tawang cum chairman DTFI Tawang Ahishek Dev.
Presiding over the meeting, Dev expressed satisfaction over the implementation of the immunization programme in the district. However, he expressed concern about the functioning of the PHCs in the various parts of the district. Calling for strict action against personnel not discharging their duties in the health department, Dev urged the DMO Tawang Dr Wangdi Lama to call for a monthly meeting in the respective circles comprising of the Circle Officers, Medical Officers, GBs and Public leaders to discuss the monthly update of the health problems in their circle. He further requested the members of the DTFI to work in coordination for the precise preparation of the various health related data of the district.
Asst Commissioner Tawang Dr T.Thomas also suggested for creating awareness among the general public about various health related topics : Folic /Iron Supplements, Institutional Deliveries. He also proposed for regular dental and eye camps at the schools/institutions of the district.
The DMO Tawang Dr Wangdi Lama presented the members of the DTFI with the data/reports of the Special Immunization Weeks, Rashtriya Bal Swasthya Karyakram, reports of Maternal death.

13th Annual College Week of CHF concludes
ITANAGAR, Oct 09: The closing and prize distribution ceremony of the 13th Annual College Week of College of Horticulture and Forestry, Central Agricultural University, Pasighat was held on October 6. ‘Xylaria’ was adjudged the best among the four Houses. Arindam Das, B.Sc. Hort. (3rd year) was chosen the best athlete while Meshanki Bemon, B.Sc. Hort. 2nd year and Andrew, B.Sc. Hort. 3rd year were adjudged best in cultural and literary competitions respectively.
Attending the closing ceremony as chief guest, Prof. SN Puri, Vice Chancellor, Central
Agricultural University, Imphal informed that the CAU is always providing the best
opportunity to show the hidden talents of students in extracurricular activities.
Prof. Puri told the students that the university has enhanced the honorarium of undergraduate
students for educational tour from Rs. 200 to Rs.500. He also informed that the college
of horticulture and forestry Pasighat bagged reward of Rs. 25000 for maintaining
ragging free campus during the academic calendar 2012-

Inclusive policies can fight hunger, malnutrition: Report
Rome, Berlin, Heidelberg, Utrecht: In a world that produces enough food for all, the sixth edition of the 'Right to Food and Nutrition Watch', a report, launched in Rome, identifies a number of policies that generate hunger and malnutrition instead of reducing them.
The articles in the report urge that such policies and the actors who implement them, respect and incorporate the human right to adequate food when redesigning detrimental policies. The report further insists upon the need for inclusive and meaningful participation of people and communities in the development of those public policies which affect their lives.
According to the report, policies that foster violence and discrimination against
women with regard to equal access to natural resources, inheritances, equal wages
and political decision-
The report also reveals policies which systematically limit and exclude large groups, including peasants, agricultural workers, fisherfolks, pastoralists and indigenous peoples from participating in those decisions that affect their livelihoods.
The study also talks about policies on a global level that facilitate land grabbing, concentrated ownership of natural resources and the commodification of public goods that deprive smallholders and other people of their food resources.

Paglam circle is neglected by everyone
Dear Editor,
The people of Paglam Circle are languishing in early man like existence due to utter negligence from authorities. The water locked circle surrounded by various tributaries of Siang and Dibang Rivers share undefined and porous border with Assam. As per reports of state home department and some sections of mainstream media, the area is infamous for activities of various underground elements and adds to that, there is rampant encroachment all over area from people of Assam which results into clashes on many occasions. The people of area and government staffs live in constant fear psychosis. As such, the people of area are in dire need of protection and confidence building measures from administration through deployment of adequate paramilitary and state police forces. Unfortunately, the DC Doing and ADC Dambuk have totally ignored the issues concerning safety and security of general public, government staffs and public & private properties which are the utmost fundamental duty and responsibility of administration.
The water locked circle is crossed by large numbers of turbulent rivers which unleash devastating flood every year and wreaks havoc to precious scarce properties of resource crunch people of the area. This situation was witnessed this year during second week of September flood. During heavy flood last year at the area, when almost the entire villages at the circle was severely affected, ideas were mooted for need of executing major flood works including river diversion works at the circle as a preventive and permanent remedy to the severe flooding problem. And the matter was required to be taken up by the DC Doing, SDO Dambuk and EE WRD Doing. However, the said authorities failed to take up matter timely. They did not placed the matter before state government for sanctioning of fund and execution of flood control works which resulted into recurrence of devastating flood this year again in first week of September. And whenever devastating flood struck the area, adhoc distribution of meagre 2 to 3 kilograms of rice to each family in the name of relief by the District Administration and ADC Dambuk is not at all the logical, comprehensive and appropriate approach and action to mitigate annually recurring pain and suffering of people of area because of flooding. The flood problem at Paglam Circle needs comprehensive action through execution of major flood protection works. Furthermore, since no such initiatives and activities are being taken up, the flood problems and public sufferings are bound to recur in coming summer season as well to the amusement of people in the state with the administration as mute spectator.
The people of the circle are facing yet another menace of rampant cultivation of
poppy and possible use of these banned narcotic substances by substantial youth population
of the area. The punitive and reformative actions against offenders to stop cultivation,
use and abuse of these illegal, harmful and self-
Due to existence of unaddressed and unsolved hostile living conditions prevailing in the area which are further aggravated by abovementioned reasons, people are on the verge of compulsive migration. It is known that 50 families are migrating out from Paglam village to Roing and others will follow suit. And once, the people starts migrating out and vacate the area, people from nearby Assam villages will intensify encroachment deep into Arunachal land within Mebo and Dambuk Administrative area which will be focal points for myriads of problems in near future. At present, the Paglam area serves as kind of buffer area to slowdown encroachment from Assam side and notwithstanding the fact, encroachment from Assam side has crossed Paglam and gone deep into area under Mebo Administrative Division. DC Roing and ADC Dambuk have failed to visualize these serious problems and threats posing upon peaceful and harmonious existence & development of people of the circle and to take up appropriate actions.
The Chief Minister and the Chief Secretary of the state are requested to earnestly take note of plight of people of Paglam Circle and effect urgent deployment and stationing of adequate paramilitary and police forces at Paglam; early initiation, sanctioning and execution of major. Flood protection works including diversion of river courses to prevent recurrence of disasters in the area. Further, the DC Roing, ADC Dambuk, SP Roing and EE WRD Roing should be strictly instructed to take these serious matters affecting people of Paglam Circle in right earnest. Further, the state government is appealed to replace the incumbent officers who are insensitive to the problems of district with other officers who have sensitivity, vision and dedication to serve people of the district better.

The woes of Yinkiong town
Dear Editor,
Through your esteemed daily I would like to ask question regarding electricity problem of Yingkiong town. In your daily recently a news item was published that Sirnyuk Hydel has been renovated and electricity supply of Yingkiong would be regular from 20th September 2013 onwards but it’s going to be 20th October. However the electricity supply of Yingkiong has gone from bad to worse .Since last 5 years Yingkiong is living under darkness but nobody is concerned about it. The so called self proclaimed public leader and govt servant has converted emergency connection meant for Medical and Schools into VIP connection. They are availing this facility by paying some amount to the in charge of electrical department.
The general public is facing lots of problem due to non supply of electricity. People
are selling their private land to buy inverter and even exchanging domestic animals,
local beads to get solar light etc. At least district administration should have
been regulating functions of APEDA office so that poor people gets solar light. But
they failed to do so and there is no staff in APEDA office and it remains closed
most of the time. The Dist headquarter is functioning without ADC, EAC since last
