SUMA unit’s awareness campaign concludes

ITANAGAR, Oct 09: SUMA Capital Complex Unit’s three days awareness campaign against the promotion of Naga People’s Front (NPF) in Arunachal Pradesh, PRC to non-APSTs, implement of minority scheme in Arunachal Pradesh and ill and harmful effects of drugs, smoking and chewing tobacco etc. in all schools within the Capital Complex concluded today.

The SUMA unit team led by its vice president organized campaign at Govt. Hr Sec. School, Itanagar, Govt. Hr Sec School, Model village, Naharlagun, Govt. Hr. Sec. School, Arunodaya, Govt. Sec School, Ganga village, Govt. ME School, Karsingsa, Govt. ME School, Police Colony, Itanagar.

During the campaign, the SUMA team explained the students about the future consequence and its opposition against promotion of Naga People’s Front (NPF) in Arunachal Pradesh, issuance of PRC issue to non-APSTs, and harmful effects using drugs, smoking cigarette, chewing tobacco, gutkha, pan masala etc.

The team suggested the students to support those organizations, which raise voice against the above mentioned issues to protect Arunachal Pradesh.

SUMA’s unit vice president exhorted the students to fight today for a better tomorrow of our next generation.

 

Candlelight prayer for safe release of NHPC GM

ITANAGAR, Oct 09: A candlelight prayer for the release of A K Agarwal, NHPC GM, Tawang was held at the township  Gompa, Lumla on the day of Gandhi Jayanti. Large number of people including Lumla ADC M Nyori, heads of department and Govt staff, teachers and students and NHPC staff and general public participated in the prayer.

Addressing the gathering, M Nyori appealed that Agarwal be released safely at the  earliest considering his age and sickness.  

Lumla MLA Jambey Tashi also appealed that  Agarwal be released at the earliest on humanitarian ground and considering his service to the society.

 

Transfer and posting

ITANAGAR, Oct 09: Arunachal Pradesh Govt issued order for reallocation of charges of some officers with immediate effect  in the Arunachal Pradesh Civil Secretariat until further order.

Accordingly, K R Meena, Commissioner (personal, Administrative reforms & Training) will hold the additional charges of the department of education. Shilpa Shinde has been posted as Secretary (civil Aviation), she is relived from charges of home & vigilance department. On the other hand Jokey Angu,  has been relieved from the charges of Secretary (Civil Aviation). Dani Salu,  has been posted a State Protocol officer in additional to his existing charges, while T T Gamdik, is relieved from the charges of state protocol. DIPR

 

GSU calls on DHTE

ITANAGAR, Oct 09: Galo Students’ Union (GSU), in a release claimed that the Director of Higher and Technical Education, GoAP has assured to post sufficient teaching staff, including Assistant Professors as per the capacity of his office at Donyi Polo Govt. College, Kamki, West Siang district.

The Director gave this assurance when a team of GSU led by its Secretary General called on him at his office chamber today and placed its demand before him highlighting the problems faced by the students of the college due to acute shortage of teachers.

GSU in a release informed that acute shortage of teachers in the college has adversely affected the academic studies of more than 1600 students of the college.

In the meantime, GSU expressed surprise over delay in completion of the college auditorium despite allocation of fund.

As revealed by inner sources of the DHTE, GSU claimed that Rs.54 lakh has been allocated in the last financial year out of the total estimated Rs.60 lakh for construction of the auditorium. As per the sources, the release claimed, the work was supposed to be executed by the Water Resource Department (WRD) of the concern area.

 

ASF demands immediate eviction along NH52A

ITANAGAR, Oct 09: The Arunachal Students’ Federation (ASF) has demanded for immediate eviction along NH 52A.

In a letter addressed to the Capital DC, it wrote, in order to alleviate the problem of intense traffic cram which is frequently witnessed, we appeal for eviction drive along the NH 52A.

Its other demands are widening of sector roads and for prompt settlement of the land encroachment of Govt. Hr Sec School.

Social service conducted

ITANAGAR, Oct 09: A social service was conducted from Mining colony to main market point, Chandranagar by IMC, Councilor, ward no. 4 Gora Talang yesterday.

On the occasion, a newly constructed hanging bridge over Pagla river was also inaugurated.

Meanwhile, another social service was conducted near Old Govt Hr Sec School Gate, Aalo by Pushi Bango Students’ Union (PBSU) on the theme ‘School is Temple’ on October 5 last.

Hostellers of Old Govt Hr Sec School also joined the members of PBSU in the daylong drive.

 

NSSP programme concludes   

PASIGHAT, Oct 09:  Under National School Safety Programme (NSSP), mock drills on earthquake and fire safety in East Siang district came to an end at Kiyit Secondary School. The programme which started on  Aug 26  covered all the circles of the district. 200 programmes were conducted in various govt. schools and more than 500 Teachers were trained during this period.

Master trainer led by Genden Tsomu, DDMO visited all the circles and trained the teachers and the students and prepared them for any eventuality. She appealed all the teachers to dedicatedly train their students and keep the students in readiness all the time. DIPRO

 

Association condemns CRPF firing incident at Seppa

ITANAGAR, Oct 09:  All Pipu & Gyawepurang Gram Panchayat Welfare Association (APGPGPWA) today strongly condemned the brutal act of CRPF personnel at Seppa which led dozens of people injured and one labourer sustained bullet injury. Terming the incident unleashed by the security personnel unfortunate and highly condemnable, the association said that men in uniform whom people regarded as defender of peace disgraced their duty.  Association further expressed deep concern over the law and order situation in the town. It further sought district administration to book the errant security forces who allegedly misused their arms and ammunition at innocent public.

 

Arunachal to participate in National Junior Judo C’ship

ITANAGAR, Oct 09: Arunachal Judo team will participate in the ensuing National Youth and Junior Judo Championships, 2013-14 (Boys & Girls) to be held at Ranchi, Jharkhand from November 10 to 14.

A selection trial to select the state teams for the championship is being conducted by Arunachal Judo Association in the Multipurpose Indoor Hall of Sangay Lhaden Sports Academy (SLSA), Chimpu near here on October 12 at 6.30 am.

Further, the selected Judokas will be trained in a 21 days non-residential coaching camp at multipurpose indoor hall of SLSA from October 16.

 

Webportal for stipend

ITANAGAR, Oct 09: Directorate of Higher & Technical Education (DHTE) has launched a web portal, namely http://www.apstipend.in for filling online stipend forms by APST students.

All the APST students studying within or outside the state in various Govt. or private/technical/professional colleges or universities in regular courses must apply through online through the given website for consideration for grant of stipend.

However, five Govt. colleges, namely Govt. College Daporijo, Govt. College Nyapin, Govt. College Seppa, Govt. College Yachuli and Wangcha Rajkumar Govt. College, Deomali are exempted from filling online forms in the view of communication and connectivity problems.

These five colleges will have to submit the application in offline mode (hard copy) in the newly designed offline forms (already supplied to the Colleges) within November 10 next, which shall only be considered for grant of stipend.

Governor calls for  coordinated efforts  for all-round development

ITANAGAR, Oct 09: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma visited Ziro today.  During his visit, he urged  upon the people to cooperate and open avenues for the future generations.

Emphasizing on empowering the youth with vocational trainings to prepare them for self-employment, Governor advised the district Administration to monitor the youths selected for vocational training under Chief Minister’s mega job mela. He furtehr said police department should play proactive role. It should interact with youths and college students and conduct sports activities and encourage the talents. This will prevent students from going astray, he pointed.

During the daylong maiden visit to Ziro, Governor met the district heads of the departments. Going through a Power point presentation on status report of Trans Arunachal Highway, Kamala valley Project, Lower Subansiri Project and ALG, the Governor said that first step for accomplishment of any developmental project is coordination. He advised all concerned to get in touch with each other and develop a good rapport amongst them.

Regarding hydropower projects, Governor advised for constructions of helipads at the project sites as a disaster management plan. He assured to take up pending issues at the highest level.

Emphasizing on good transport communication, Governor said that it is the game changer. It will not just boost tourism but also open income avenues as perishable food items can be transported swiftly. International tourists’ number will increase bringing in more money to the district. He appealed to all the stake holders to rise above petty political issues and take a firm stand in the national interest.

Interacting with people representatives and Panchayati Raj functionaries, Governor advised them to have long term plans for the development of the district and not just limit the plans to their tenures.  Ziro Valley is a god gifted place and its stand as a traditional and cultural- tourism spot should be encouraged. For this he said that the indigenous population has to improvise the local houses and maintain good sanitation in and around the village. He also advocated for empowerment of Panchayati Raj Institutions.

Speaking on the occasion Local MLA Padi Richo, Parliamentary Secretary (UD, Town Planning and land Management) welcomed the Governor to Lower Subansiri and briefed him about the district profile and highlighted educational achievements of his constituency. Likha Saya, Parliamentary Secretary (Agriculture), also highlighted about the horticultural initiatives in his constituency emphasising on cardamom and tea cultivation.

The Governor, who visited the Ziro airfield, stressed that “we have to facilitate for landing of fixed winged aircrafts. With such aircrafts, the tourism sector will be boosted and communication bottleneck will be removed.” He advised all concerns to have a long term view, while not compromising with safety norms. Governor suggested that District administration, representatives from Air Force and State Highways must get together and come out with a solution.

Earlier, the Governor, who was accompanied the First Lady visited a local Apatani house in Hija Village, Ziro. Interacting with the villagers, they abreast themselves of traditional Apatani way of life.

RGU marred by rape attempt claim

ITANAGAR, Oct 09:  Rajiv Gandhi University (RGU) Rono Hills, the premier institute of the state is marred by  alleged rape and molestation attempt on an anthropology research scholar by her Professor at his official residence on Monday.

Sources from RGU claimed that a rape attempt was made on the research scholar student and she was molested after being invited by her Professor at his residence who constantly supervises her Ph.D thesis.

The Professor bolted the door from outside after research scholar student comes inside the room and attempted to take her down, however the student somehow managed to fight back and freed herself, sources added.  

The incident came to light today after the  colleagues  found   her in depression.  

Reacting at behavior of Professor a group of student stormed into Vice Chancellor office and  demanded immediate action and expulsion of said Professor from the university.  Sources also claimed that despite being tried to cover up the incident,  it blown out of proportion when FIR had been lodged against it with Doimukh Police Station.  

Meanwhile, when contacted Doimukh police station has confirmed that FIR has been lodged and a team of police headed by officer in-charge landed in RGU premise to investigate the matter.

 

 

Parents of Likabali minor rape victims demand for rehabilitation of students

ITANAGAR, Oct 09: The disappointed parents of the Likabali minor rape victims have placed a 10-days ultimatum to the West Siang DC for immediate rehabilitation of the students of the infamous Green Valley Residential School (GVRS), Likabali failing which it threatened to resort to democratic movement.

In a letter addressed to the DC, it wrote, two months have passed since forming of a local committee for early rehabilitation of the students on August 30 and the announcement of the state government’s early rehabilitation fund of Rs 10 lacs for the victims; we have not received a single rupee from any authority till date.

We, the victimized parents, were hoping and waiting in anticipation but when we enquired to the local committee about the compensation they informed that due to lack of coordination among local committee itself and DDSE (Chairman) West Siang district, the process was delayed. “It is very unfortunate to hear that no one is really interested in delivering Rehabilitation rather everyone seems to shift the responsibilities to the other. There are numbers of cases that some of the parents are unable to re-admit their children in another School due to financial constraints as they basically belong to the BPL families and managing sum of Rs 20,000-25,000 is a distant dream for them. The local Committee also assured us that admission fees deposited in Green Valley residential School will be refunded by the school authority or by the owner of the School.  However, off late no such initiatives have been witnessed. They also assured us that admission to other School will be done on the payment of half the actual fees on compensatory ground with assistance from the local committee and administration but it turned out to be a futile promise in the bush,” it claimed.

In the letter it further questioned state government as well as the Chairman (DDSE) local committee, why it is taking so long to dispense the rehabilitation fund and the admission fees.

It’s other demands are refund of the school fees paid in advance by the parents and students to the authority of the Green Valley residential school, Likabali, immediate arrest of the principal of the GVRS, enquiry against the land and property owner of GVRS and immediate dissolution of the local committee with DDSE, West Siang as its the chairman and appointment of new committee.

 

 

Over 200 benefitted by free health camp

ITANAGAR, Oct 09:  As a part of its month-long out reach cum free medical/health awareness camp programe across the state, the Arunachal Pradesh Building and Others Construction Workers Welfare Board West Kameng had conducted free health camp cum awareness programe with objectives to sensitize the people especially in rural areas on Tuesday at Nafra in West Kameng district.

More than 200 people attended the health camp and got benefitted in free medical check up and treatment. The board has intensified its out reach programme to create awareness among workers in the rural areas.

Attending the programe board Chairman Jalley Sonam suggested the workers to create hygienic atmosphere to stay healthy and avoid diseases.

Sonam said, “one must take care of his/her health, as health is more than any other things in life”.

Sonam also called upon the working community to come forward to register themselves in the board to avail numerous facilities and benefits offered by it. The chairman further revealed that current Chief Minister Nabam Tuki government has given special attention to the working community by increasing the wage amount of workers.

Sonam later distributed the school kits to the children of labourers and gave away death and medical benefits to few workers’ families. Among others attend in the programe was Jony Miji General Secretary of Sajolang Elite Society, Zilla Parishad Member Maingli Sangchoju, John Brah  West Kameng board  Registering Officer  and members All Arunachal Pradesh Workers Union West Kameng District Unit.

 

 

24-hr Capital bandh on Oct. 16

ITANAGAR, Oct 09: Students Union Movement of Arunachal Pradesh (SUMA) has called 24-hr Capital Bandh on October 16 in protest against non-fulfillment of its four-point demands.

The decision to call Capital bandh was taken by SUMA in its executive body meeting here yesterday after Govt. failed to fulfill its charter of demands despite repeated pleas, according to a SUMA release.

SUMA has been demanding the state government to immediately cancel the Joint High Power Committee constituted for issuance of PRC to non-APST residing in Arunachal Pradesh and   its decision to grant citizenship right to Chakma-Hajong refugees residing at Diyun (Changlang district), stop implementation of Minority Bill (Scheme) and impose sanction against formation of the regional political party of  Naga People’s Front (NPF) in Arunachal Pradesh.

 

 

AAPSU demands exemplary punishment to killers of youth

ITANAGAR, Oct 09: All Arunachal Pradesh Students’ Union (AAPSU) has demanded exemplary punishment to the killer(s) of Chow Santhakung Mamphai.

Chow Santhakung Mamphai was abducted on September 16 from Diyun by Chakma and murdered on the same day. The reason for his killing after abduction is not yet known, AAPSU informed in a release quoting Diyun Police.

While appreciating Diyun police for arresting one of the accused in the murder case, AAPSU vice president (admn.) cum chairman, Refugee Affairs Likha Takar, who along with the Union’s chief auditor cum vice chairman, Refugee Affairs Techi Tongum and ATKSSU General Secretary Chow Sangkun Manchey held a meeting with EAC and Officer in-charge at Diyun Police station to discuss the killing and murder case, has demanded exemplary punishment to the culprit(s) to instill a sense of security among local indigenous people of the area as well as to maintain peace and prevent such incident in future.

The AAPSU team also met the family of the deceased and promised to stand by them till justice is delivered to the victim.  Meanwhile, AAPSU appealed to the state government to provide adequate compensation to the family of the deceased and take strong step to stop illegal immigration of Chakma refugees which has disturbed the law and order situation in the state.

AAPSU threatened to take stern action, like economic blockade or other democratic means at peripheral areas of Chakmas, if they continue with their criminal activities.

The apex students’ body of the state blamed the state government’s unconcerned attitude towards the refugees and their activities for the rising incidents of criminal activities.

AAPSU also cautioned the Chakma students to refrain from using the word ‘Arunachal’ in any of their organization. AAPSU claimed that it has evidence of forging documents like birth and death certificates by Chakma refugees and demanded the State Government to inquire into the matter immediately and punish the culprit(s) as per law.

It also demanded the State Government to post a regular EAC and CO at Diyun circle for maintaining law and order as well as check criminal activities.

 

 

Victim families demand action against MLA

ITANAGAR, Oct 09: Alleging local MLA Karikho Kri of leading the recent mayhem at Tezu, the victim families has called for booking him under appropriate section of law.

Dozens of masked miscreants wreaked havoc on the seven houses belonging to the executive members of All Mishmi Students’ Union (AMSU) on the intervening night of September 27 last and damaged everything that they could lay their hands on.

Addressing media persons during a press conference here today, Babyli Tayang, wife of AMSU advisor Kuling Chaitom, recounting the night of the incident said, “Even when everybody knows about the incident that we had to face that night, there has been no action from the district administration yet.

“A public leader should protect his people, but instead he is busy torturing them,” she said.

“AMSU chief advisor Ajan Pul’s wife Singla Malo Pul who divulged that during the vandalism, local MLA Karikho Kri had led the team of 40-50 youths into vandalizing her house, said, “I was crying and pleading them not to do it. I even told them that my husband was not at home. But still they went on with the rampage.  Some of the youths, I could smell, were in inebriated condition. The goons were using all kinds of weapons destroying everything that they could lay their hands on. I even heard two firings in the air. They even tried to set ablaze the house and the car.”

“I was in frenzy, whether to save myself or my kids. If my husband had been home that night, they would have killed him,” said the visibly distraught Singla.

When the victim families tried to lodge FIR for the case, the police were reluctant to register the case.

“The case was registered two days later after much pleading,” Singhla said.

Adding more informations to the incident, AMSU president Sohalo Ngad-ong’s wife Antilu Ngadong said, “There were stone pelting from all sides and I had to save my son by keeping him under the bed.”

“It may have been an AMSU issue, but we had to suffer the torture and humiliation in the middle of the night despite of no fault of ours. If there was some misunderstanding between them, it could have been amicably solved. But it is not the way to come to the house and act like this,” she said.

Even before the vandalism was caused to their houses, AMSU members had received phone call telling them of an FIR registered against them in the police station.

Babyli Tayang said, “When they went to the police station to talk about it, my husband was beaten up by MLA himself and his PSO blaming him for the issue,” adding that the OC PS Tezu is rejecting to register the FIR of the assault by the MLA and his PSO.

Other demands of the victims are immediate arrest of the culprits involved without any political involvement, judicial enquiry into the matter, suspension of OC PS Tezu CB Rai and adequate compensation to the damage caused. It has written complaint letters to the Governor, Chief Secretary and the Director General of Police and The State Women Commission.

 

 

State level monitoring committee meeting on PMEGP held

ITANAGAR, Oct 09: The State Level Monitoring Committee Meeting under Prime Minister Employment Generation Programme (PMEGP) was held at Hotel Donyi Polo Ashok here today.

Attending the meeting S. Ghonkrokta, Secretary Industries, GoAP and Chairman SLMC of PMEGP  expressed satisfaction over the performance of PMEGP during 2012-13. He also hoped for better performance in current year 2013-14. Following the advice of the joint secretary it was decided to constitute a joint committee with the members from implementing agencies and banks for effective monitoring of the programme.

A P. Chobin, Incharge Director KVIC, Arunachal Pradesh  also  highlighted the performance/achievements of previous year 2012-13 and  status of current year.

Chobin further informed  that recently one outsourcing agency was selected for uploading the PMEGP application under E-tracking. He also informed this year the target will be revised and likely to be increased.

T. Tatak, Director Industries suggested banks to minimize the bankers’ documents and stressed on good monitoring of the projects with the beneficiaries for good recovery.

Lead District Manager L. Miri informed that around 20 per cent has been recovered from the beneficiaries during last financial year in the state which is very low.

The meeting was also attended by S. Dev, Chief Executive Office, APKVIB and representatives from various banks.

 

 

Seppa incident resolved, says AAPSU

ITANAGAR, Oct 09: All Arunachal Pradesh Students’ Union (AAPSU) claims to have solved the recent firing incident at Seppa through dialogue and mutual understanding with the district administration.

While appealing to the common public of Seppa to maintain peace and tranquility ahead of the AEKSU general conference, AAPSU in a release, informed that responding to the public demand, it has submitted a memorandum to the District Administrative demanding a magisterial probe into the firing incident.

AAPSU also said that it has firmly endorsed other public demands, which included deliverance of justice to the innocent victims and punishment to the culprits as per law within the given period of time.

Meanwhile, the District Administration has assured to fulfill the demands of the public within seven days, the AAPSU release claimed.

According to the release, the CRPF authority has also assured to fulfill the demands of the victims and public.

CRPF personnel on October 5 resorted to blank firing to scare away the protesting public after the para-military forces brutally assaulted them without any provocation.

Meanwhile, the Core-Committee of AEKSU conference also appealed to the public not to take the law in their hand and co-operate with district administration for securing peaceful environment in the district for peaceful and meaningful conclusion of said conference.

Meanwhile, claiming that during the Seppa incident, one SPT shop with goods including eatables and non-eatable items worth Rs 30 was burnt down, the Chem Abo Welfare Society (CAWS) in a letter to Deputy Commissioner appealed him to grant immediate compensation to the shop owner Loma Tayam.

It further requested for arrest the culprits who were involved  in burning the shop.

 

 

Care should be taken to preserve our culture: First lady

ITANAGAR, Oct 09: First lady of the State Jyotsna Sharma called upon the women folks of Arunachal Pradesh to preserve the rich cultural heritage by promoting their traditional attires. She said that care should be taken to preserve the traditional dresses, handloom and handicrafts items. Such endeavour not only helps in preserving the traditional assets but also generates jobs for the fairer gender, Sharma said while visiting cooperative societies run by women, Diilyang Diibu Welfare Society and Arun Kutir, Salang at Ziro, Lower Subansiri District today.

Interacting with the artisans and entrepreneurs of the cooperative societies, First Lady, who was very impressed by the textiles and handicrafts items made by the womenfolk, exhorted them to maintain the spirit. She said that the products reflect their hard work and genuineness of traditional attires.

Sharing here experiences, First lady offered some suggestions so as to improve the market values.

First Lady also met Michi Omo, a Bell metal and Brass metal instructor of Crafts Centre, Ziro who is an expert in making traditional ornaments and antique items, on the occasion. She commended him for his hard work, innovation and determination.

Later on her maiden visit to the district, First Lady visited the District Museum. Ushering the First Lady around the museum, Assistant Curator Tage Tabin, informed that the museum was established in 1954 and the construction was carried out under the supervision of Verrier Elwin. The museum has 673 artefacts, including ethnographic objects of different tribes of Arunachal Pradesh, textiles, ornaments and handicrafts object. Divided in four sections, ornaments, textile, crafts and photographs, some of collections of the museum are from NEFA period also.  Congratulating the officials of Research Department for maintaining the unique museum, First lady said that it was a learning experience for her to know more about Arunachal Pradesh.

 

 

Training on ePDS software application inaugurated

ITANAGAR, Oct 09: The intensive training for first batch of computer operators on Arun ePDS Application software was inaugurated by Nido Pavitra, Parliamentary Secretary, Food & Civil Supplies in the conference hall of Directorate of F&CS, Naharlagun.

In his inaugural address, Pavitra asked computer operators to be sincere in attending the rare training programme and avail benefits of learning new e-governance application software.

It will be very difficult to implement NFSA-2013 without the computerization of ration card database he exhorted.

Earlier C.N Longphai, Director (F&CS) motivated the trainees to make all government services accessible to the common consumer in his locality through service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man.

Jummer Koyu, JDFCS-cum-Full Time HOD, SPeMT, shared the department’s vision for end-to-end computerization of TPDS in the whole state and minutely clarified queries raised by the participants.

DFCSO Itanagar capital complex Amit Bengia made power point presentation on the background of computerization of TPDS, Scope, Key benefits, Role and responsibilities of computer operators in effective implementation of NFSA- 2013.

All together 42 computer operators from various districts across the state are undergoing intensive trainings on Arun ePDS software to align with the provisions of the National Food Security Act 2013. They will be imparted hands-on trainings on accurate data entry with images and biometrics of ration card applicants and report generations using Arun ePDS software. They will also be imparted trainings on PR and stress management skills to deal with real time situations.

Honi Bayang, Technical specialist (SPeMT)-cum-DRC Lilabari emphasized on various G2G, G2C, G2B  and C2G services in TPDS that could be made available through computerization of TPDS. The end to end computerization of PDS is one of the basic requirements under NFSA -2013 to record all the transactions of PDS activities like issuance of ration cards, auto sub allocations of commodities to FPS and supply chain management for the purpose of transparency and accountability in the entire system.

It was attended among others by  all the officers of Directorate headquarters as well as resource persons from the implementing partner Beacons Analytics Pvt. Ltd. New Delhi.

 

 

JAC-MSTSAP reacts

ITANAGAR, Oct 09: Joint Action Committee for Status of Minority and Schedule Tribe of Arunachal Pradesh (JAC-MSTSAP) has refuted the Arunachal Christian Forum (ACF)’s press statement condemning IFCSAP’s stand on minority issues.

Clarifying the issue on behalf of IFCSAP, the JAC-MSTSAP, in a release, said that “IFCSAP had never questioned any minority religious organizations, including Arunachal Christian Forum but objected to Government’s divisive policy to divide the tribal people into Minority and Scheduled Tribe and implementation of Minority Schemes in ‘discriminatory’ way without proper identification of beneficiaries through genuine and government agency.”

Describing correct the ACF’s statement that all Christians (ST/SC/OBC) are eligible to get MsDP facilities, the JAC-MSTSAP release said: “This is the stand of IFCSAP that only a person who falls under minority category can avail such minority scheme.”

“It is clear from the statement that no one can get double benefit,” the release said.

Describing that recalling of 1971 to 1990 episode was very unfortunate, the release requested ACF to be more tolerant towards other’s faith system.

JACMSTSAP also appealed to the Government of Arunachal Pradesh to immediately stop the IAY scheme, which according to the release, is individual oriented scheme and discriminatory before identification of genuine beneficiaries through implementation of AP Freedom of Religion act 1978.

“Let us not disturb the peaceful and cordial disposition of our state by dividing the society into ‘more benefited and less benefited’ through implementation of Minority Scheme,” the release added.

 

 

GPF exposes appalling condition of health sector in West Siang

ITANAGAR, Oct 09: Galo Peoples’ Federation (GPF) expressed concern over the distressing   situation in Health sector in West Siang district. Though the  Ruksin PHC depicts its success story,  large number of primary health centres (PHC) in the district are lying defunct, the  GPF claimed.

Due to non-availability of medical staff, the PHCS in areas like Gensi, Dari, Tirbin, Yigi-Koum, Bagra etc. is kept abandoned, the Federation said adding that due to lack of interest on the part of the administration and interference of the political leaders the common people of the district are facing numerous health problem in the hospital and PHCs of the district. Due to non-availability of infrastructure like staff quarters, medical equipments in rural and interior areas, many doctors are overcrowding in district hospital, the Federation further said.   

“In contradiction to the world famous saying, “Health is Wealth”, the West Siang  district is found to be deprived of true wealth service  with all major cases is referred to either Dibrugarh, Pasighat, Itanagar or Guwahati. It is very sorry to state that maximum casualty have been occurred on the way in between Aalo-Likabali and Aalo-Pasighat,” the GPF said.            

Highlighting the poor condition of the Aalo District Medical,  the Federation  lamented  the    hospital has not been upgraded yet despite the  Govt. had proposed  upgradation of  Aalo district hospital  along with Pasighat, Tezu, Bomdila and Naharlagun counterparts for upgradation few years back.

The Federation further  said that “crores of funds were sanctioned for medicine every year but the medicines were not made available to the poor patients of the villages and in some urban pockets, the Govt. supplied medicines are alleged to be rotting as the doctors were found to be prescribing the medicine that are only available in their clinics. Furthermore, the reported practice of unqualified and unskilled pharmacists around the district, especially at Aalo township, was a big question on the outlook of the Administration. The GPF  said that it had intimated the problem to the District Medical Officer earlier, but  there is no visible and fruitful action.

Holding the Govt. and the legislators responsible for the appalling condition of the Health sector, the GPF demanded thorough investigation of the mismanagement of funds, both Central and the State and book the marauder at the earliest.

 

 

Wakro Gen Adm lauds 186 crpf for civic action prog

WAKRO, Oct 09: The 186th Batallion of the Central Reserve Police Force contributed footballs, volleyballs and badminton shuttles & rackets alongwith nets for the KGBV, Wakro.

The games items were dedicated in a function held at Anugrah premises in presence of Dakto Riba, EAC, Wakro.

In his address Riba lauded Bharat Bhushan Sethi, CO of the 186 CRPF for dedicating good quality branded materials. He also appreciated the force for taking up such civic action programs which will benefit the children. The EAC further appreciated the KGBV school for rendering yeoman service in effectively reaching out to rural girls in educating them. It is only through good education that good citizens and human beings can be groomed and that efforts such as that of the KGBV, Wakro will help build a good civil society added Dakto Riba. Chairman ASSET and members of general public thanked Bharat Bhushan Sethi, CO, 186 CRPF for taking the care to procure good quality games materials for school children.

Sagir Ahmed, Assistant Commandant, 186 CRPF, assured the children and school management that the CO and all ranks of the 186 CRPF will continue to render such services under civic action program and that, should the school children require more assistance the CRPF will always be willing to provide more games and sports materials. He exhorted all students especially the girls to pursue academics earnestly while also taking active participation in games and sports for over all personality development. Conveying that VKV Tafrogam is also being extended similar assistance by 186 CRPF, Sagir, further assured that the CRPF will reach out to more institutions. Guest faculty members Niharika Rathore, Kaveri Dixit, Principal KGBV Manju Ama and Gaon Bura S Tayang also attended the function.

 

 

District Task Force immunization meeting held

TAWANG, Oct 09: The District Task Force for Immunization (DTFI) meeting was held at the DC’s chamber AT Tawang yesterday.

The meeting was conducted by the District Health Society, National Rural Health Mission Tawang , under the chairmanship of the Deputy Commissioner Tawang cum chairman DTFI Tawang Ahishek Dev.

Presiding over the meeting, Dev expressed satisfaction over the implementation of the immunization programme in the district. However, he expressed concern about the functioning of the PHCs in the various parts of the district. Calling for strict action against personnel not discharging their duties in the health department, Dev urged the DMO Tawang Dr Wangdi Lama to call for a monthly meeting in the respective circles comprising of the Circle Officers, Medical Officers, GBs and Public leaders to discuss the monthly update of the health problems in their circle. He further requested the members of the DTFI to work in coordination for the precise preparation of the various health related data of the district.

Asst Commissioner Tawang Dr T.Thomas also suggested for creating awareness among the general public about various health related topics : Folic /Iron Supplements, Institutional Deliveries. He also proposed for regular dental and eye camps  at the schools/institutions of the district.

The DMO Tawang Dr Wangdi Lama presented the members of the DTFI with the data/reports of the Special Immunization Weeks, Rashtriya Bal Swasthya Karyakram, reports of Maternal death.

13th Annual College Week of CHF concludes

ITANAGAR, Oct 09: The closing and prize distribution ceremony of the 13th Annual College Week of College of Horticulture and Forestry, Central Agricultural University, Pasighat was held on October 6. ‘Xylaria’ was adjudged the best among the four Houses. Arindam Das, B.Sc. Hort. (3rd year) was chosen the best athlete while Meshanki Bemon, B.Sc. Hort. 2nd year and Andrew, B.Sc. Hort. 3rd year  were adjudged best in cultural and literary competitions respectively.

Attending the closing ceremony as chief guest, Prof. SN Puri, Vice Chancellor, Central Agricultural University, Imphal informed that the CAU is always providing the best opportunity to show the hidden talents of students in extracurricular activities. Prof. Puri told the students that the university has enhanced the honorarium of undergraduate students for educational tour from Rs. 200 to Rs.500. He also informed that the college of horticulture and forestry Pasighat bagged reward of Rs. 25000 for maintaining ragging free campus during the academic calendar 2012-13.

East Siang Deputy Commissioner Nidhi Srivastava, Inspector General of Police (Central Range),Pasighat Garima Bhatnagar, Superintendent of Police Pushpendra Kumar also attended the function.

Earlier, Dr. Pandey, Dean CHF, Pasighat welcomed all the dignitaries and felicitated them with mementoes and flower bouquet.

Inclusive policies can fight hunger, malnutrition: Report

Rome, Berlin, Heidelberg, Utrecht: In a world that produces enough food for all, the sixth edition of the 'Right to Food and Nutrition Watch', a report, launched in Rome, identifies a number of policies that generate hunger and malnutrition instead of reducing them.

The articles in the report urge that such policies and the actors who implement them, respect and incorporate the human right to adequate food when redesigning detrimental policies. The report further insists upon the need for inclusive and meaningful participation of people and communities in the development of those public policies which affect their lives.

According to the report, policies that foster violence and discrimination against women with regard to equal access to natural resources, inheritances, equal wages and political decision-making limit women's capacity to contribute fully to food and nutrition security. The report says that such discriminatory policies produce conditions that result in the fact that women and girls worldwide are the most affected in their health, nutrition and dignity.

The report also reveals policies which systematically limit and exclude large groups, including peasants, agricultural workers, fisherfolks, pastoralists and indigenous peoples from participating in those decisions that affect their livelihoods.

The study also talks about policies on a global level that facilitate land grabbing, concentrated ownership of natural resources and the commodification of public goods that deprive smallholders and other people of their food resources.

The report stresses that a check of human rights coherence is required for global initiatives such as the G8 New Alliance for Food Security and Nutrition, the Scaling-Up Nutrition initiative (SUN), the Alliance for a Green Revolution in Africa (AGRA) and other Public-Private Partnerships (PPP) in agriculture or nutrition. All of these initiatives include significant involvement of corporations as well as the attendant conflicts of interest based on commercial considerations that become inevitably entwined in the making of public policy.

Paglam circle is neglected by everyone

Dear Editor,

The people of Paglam Circle are languishing in early man like existence due to utter negligence from authorities. The water locked circle surrounded by various tributaries of Siang and Dibang Rivers share undefined and porous border with Assam. As per reports of state home department and some sections of mainstream media, the area is infamous for activities of various underground elements and adds to that, there is rampant encroachment all over area from people of Assam which results into clashes on many occasions. The people of area and government staffs live in constant fear psychosis. As such, the people of area are in dire need of protection and confidence building measures from administration through deployment of adequate paramilitary and state police forces. Unfortunately, the DC Doing and ADC Dambuk have totally ignored the issues concerning safety and security of general public, government staffs and public & private properties which are the utmost fundamental duty and responsibility of administration.

The water locked circle is crossed by large numbers of turbulent rivers which unleash devastating flood every year and wreaks havoc to precious scarce properties of resource crunch people of the area. This situation was witnessed this year during second week of September flood. During heavy flood last year at the area, when almost the entire villages at the circle was severely affected, ideas were mooted for need of executing major flood works including river diversion works at the circle as a preventive and permanent remedy to the severe flooding problem. And the matter was required to be taken up by the DC Doing, SDO Dambuk and EE WRD Doing. However, the said authorities failed to take up matter timely. They did not placed the matter before state government for sanctioning of fund and execution of flood control works which resulted into recurrence of devastating flood this year again in first week of September. And whenever devastating flood struck the area, adhoc distribution of meagre 2 to 3 kilograms of rice to each family in the name of relief by the District Administration and ADC Dambuk is not at all the logical, comprehensive and appropriate approach and action to mitigate annually recurring pain and suffering of people of area because of flooding. The flood problem at Paglam Circle needs comprehensive action through execution of major flood protection works. Furthermore, since no such initiatives and activities are being taken up, the flood problems and public sufferings are bound to recur in coming summer season as well to the amusement of people in the state with the administration as mute spectator.

The people of the circle are facing yet another menace of rampant cultivation of poppy and possible use of these banned narcotic substances by substantial youth population of the area. The punitive and reformative actions against offenders to stop cultivation, use and abuse of these illegal, harmful and self-destructive substances to save youth population in the area calls for a proactive approach by the administration through deployment of adequate forces for eviction of illegal cultivation, operation and arrest of drug peddler, etc. Due to lack of police station at Paglam, the DC Doing and ADC Dambuk are required to deploy adequate paramilitary and police forces to do the job and no proactive actions are seen to be initiated from incumbents of these esteemed responsible offices.

Due to existence of unaddressed and unsolved hostile living conditions prevailing in the area which are further aggravated by abovementioned reasons, people are on the verge of compulsive migration. It is known that 50 families are migrating out from Paglam village to Roing and others will follow suit. And once, the people starts migrating out and vacate the area, people from nearby Assam villages will intensify encroachment deep into Arunachal land within Mebo and Dambuk Administrative area which will be focal points for myriads of problems in near future. At present, the Paglam area serves as kind of buffer area to slowdown encroachment from Assam side and notwithstanding the fact, encroachment from Assam side has crossed Paglam and gone deep into area under Mebo Administrative Division. DC Roing and ADC Dambuk have failed to visualize these serious problems and threats posing upon peaceful and harmonious existence & development of people of the circle and to take up appropriate actions.

The  Chief Minister and the Chief Secretary of the state are requested to earnestly take note of plight of people of Paglam Circle and effect urgent deployment and stationing of adequate paramilitary and police forces at Paglam; early initiation, sanctioning and execution of major. Flood protection works including diversion of river courses to prevent recurrence of disasters in the area. Further, the DC Roing, ADC Dambuk, SP Roing and EE WRD Roing should be strictly instructed to take these serious matters affecting people of Paglam Circle in right earnest. Further, the state government is appealed to replace the incumbent officers who are insensitive to the problems of district with other officers who have sensitivity, vision and dedication to serve people of the district better.

The woes of Yinkiong town

Dear Editor,

Through your esteemed daily I would like to ask question regarding electricity problem of Yingkiong town. In your daily recently a news item was published that Sirnyuk Hydel has been renovated and electricity supply of Yingkiong would be regular from 20th September 2013 onwards but it’s  going to be 20th October. However the electricity supply of Yingkiong has gone from bad to worse .Since last 5 years Yingkiong is living under darkness but nobody is concerned about it. The so called self proclaimed public leader and govt servant has converted emergency connection meant for Medical and Schools into VIP connection. They are availing this facility by paying some amount to the in charge of electrical department.

The general public is facing lots of problem due to non supply of electricity.  People are selling their private land to buy inverter and even exchanging domestic animals, local beads to get solar light etc. At least district administration should have been regulating functions of APEDA office so that poor people gets solar light. But they failed to do so and there is no staff in APEDA office and it remains closed most of the time. The Dist headquarter is functioning without ADC, EAC since last 8-9 month and shortage of officer is also badly effecting the development of the District.

Dear Editor,

My younger sister Jone Yajo is under the medical treatment since 4 (four) month as she is suffering from heart ailment. Coming from poor family, we were facing lots of obstacle for her further treatment. But in the very nick of time, our local MLA-cum-parliamentary Sectary for Tourism PD Sona tremendously supported my poor family. For his act of kindness on his people, I respect his act and really feel that he is a real leader. He is like a god for my family.
